Carmel-by-the-Sea is a small city in Monterey County on the Monterey Peninsula. It is generally referred to as simply Carmel. The town is known for its natural scenery and rich artistic history. Carmel was incorporated in 1916 and has a population just over 4,000. The city is also known to have some of the strangest laws including a law prohibiting high heels without a license. The law was enacted to prevent people from tripping on uneven pavement.
